Quantities of lubricating oils

Around 50 thousand tons of lubricating oils are sold annually in the Tunisian market, as follows : |

46 thousand are locally armored; the equivalent of 92% of total quantities placed on the market
Around 4 thousand tons are imported; the equivalent of 8% of total quantities.

Used lubricating oils
|
Used lubricating oils that can be collected are estimated at 25 thousand tons per year (around 50% of the quantities sold on the local market ; which is the internationally adopted rate) ;
Stations of car wash and oil change are the highest holders of lubricating oils with a rate approaching 50%. |

Regulatory framework
Decree no. 2002-693 of 1st of April 2002 on return conditions and procedures of used lubricating oils and filters and their management as amended by decree no. 2008-2565 of 7 July 2008 which states that:
Importers and distributors of new lubricating oils who import and place on the local market quantities of new lubricating oils not exceeding 500 tons must choose one of the following :
pay their contributions for the collection, transportation and storage of used lubricating oils with non recovery of their share in regenerated base oil.
or recover their share in regenerated base oil and pay the regeneration cost in addition to that of collection, transportation and storage.
The other producers and distributors of new lubricating oils are expected to recover their shares in regenerated oils that are equivalent to the rate of new oils they have placed on the market.

Current management system
|
ANGED currently manages the public system of recovery and regeneration of used lubricating oils, called "Eco-Zit", in accordance with article 7 of decree no. 2002-693 of 1st of April 2002.
ANGED is in charge of the following : |

Developing the activity through studies and implementation of management plans for such waste;
Monitoring and assessing management actions of such waste (collection, transportation, treatment and recycling) ;
Funding of awareness campaigns and pilot programs in the field of management of used lubricating oils.

In the context of one agreement, ANGED entrusted the Tunisian Society for Lubricating Oils (SOTULUB) with the collection, storage and regeneration of used lubricating oils. SOTULUB is presently the only authorized company in the field, with an experience of over 25 years ; |
The "Eco-Zit" system is funded by member contributions (importers and distributors of lubricating oils). Their contributions are determined according to the management of each ton of lubricating oils. |
Collection |
Collection of used lubricating oils are performed by around 10 thousand collection points over the whole country ;
SOTULUB mandated 11 sub-contractors, in the whole country, to carry out collection and transportation of used lubricating oils under relevant contracts ;
The Company currently undertakes the collection of 15 thousand tons of used lubricating oils (around 60% of total recoverable quantity). |
Conversion |
SOTULUB currently undertakes used lubricating oil regeneration in the facility at the industrial zone of Jarzouna which has a capacity of 16 thousand tons of lubricating oils annually (around 64% of total recoverable quantity of lubricating oils).
Oils regenerated by SOTULUB are of around 10000 tons per year ; |

As part of monitoring general endorsement of the public system of recovery and regeneration of used public oils, a joint order of the ministers of Finance, Environment and Sustainable Development and Trade, Craft, Industry and Technology was promulgated on 4 June 2009, establishing the list of imported lubricating oils and oil filters subject to the provisions of decree no. 2002-693 of 1st of April 2002, as amended and supplemented by decree no. 2008-2565 of 7 July 2008 ; |
Pursuant to that order, since 9 June 2009 and in consultation with the customs services, ANGED started controlling imports of lubricating oils and oil filters with its visa on import bills ; |
A database was implemented to better control such procedures. |
