The national strategy of sustainable waste management encourages recovery, recycling, reuse of waste and especially composting of fermentive organic matter such as waste from plants, agro-food, farming and wastewater sludge.
With the aim of establishing a conversion activity of organic waste by composting, a « master plan for the conversion of organic waste by composting » was developed in 2006. The study allowed a qualitative and quantitative characterization of organic waste, designing a composting technique according to the national context and compost needs of each region and the opportunity to create composting units in every governorate.
The increasing practice of organic agriculture requires the supply of compost in the soil and lands intended for this type of farming , due on the one hand to the fertilizing quality of compost and on the other hand to the type of soil in the arid and semi-arid areas of the country leading to a form of fight against desertification.
Furthermore, and to promote the composting of plant wastes, the National Agency for Waste Management (ANGED) signed an agreement with the company « VALDOR », for the installation of a composting unit in the landfill of Medenine. Another composting unit of plant and household waste is being implemented in the landfill of Greater Tunis.
In addition, and to encourage tourism institutions and hotels to the proper management of plant waste and to buying compost for gardens and recreation areas, a project is being developed involving the ministry of environment and water resources and the ministry of tourism.
Finally, in collaboration with the Executive Office of Public and Local Communities, an activity of municipal plant wastes is being developed encouraging young graduates to create micro-enterprises of collection and composting plant wastes from suburban areas and public parks and gardens.

Development of tripartite agreements with the councils of mayors and developers of composting companies.
