puce_flech_1_.jpg All licensed institutions undertaking activities of hazardous waste management are required to hold :  

pusvert.jpg a register in accordance with the provisions of Articles 28 and 33 of Law no. 96-41 of 10 June 1996, on waste and its management and disposal control;
pusvert.jpg a manifest and a monitoring schedule according to the provisions of Article 25 of Law no. 96-41 of 10 June 1996;
pusvert.jpg an annual report according to the provisions of Article 34 of Law no. 96-41 of 10 June 1996.
In the case of exports, prior notice, according to Art. 40 of the law, is required.
Apart from these mandatory tools, the Ministry of Environment and Sustainable Development set up the signing of a bilateral agreement between ANGED and the company or the industrial group, expressing its readiness to join the management system of special industrial waste.

puce_flech_1_.jpg The register is intended as an instrument of internal monitoring and as a basis for on-site inspections by the competent authorities.

puce_flech_1_.jpg The manifest is a means of prior control which includes the following elements :

Producer
Manager
Competent authority

• Official declaration (OD) including hazardous waste analysis


• Acceptance document (AD) for disposal of hazardous waste

• Approved acceptance documents (AAD)
 
The essential part of the manifest is the producer’s correct and complete declaration of the physical and chemical composition of wastes.
 
puce_flech_1_.jpg The monitoring schedule allows the administration and holders to control and document the waste flow and demonstrate compliance with transportation regulations.

puce_flech_1_.jpg Each hazardous waste holder is required to provide an annual report and send it to the inspection authorities for control and evaluation. It includes information on the origin, quantity, characteristics, destination and type of management of treated waste.

The register is the continuous reflection of the in-coming and out-going movement of holders’ Special Industrial Waste; it is located in the operating facility or at the carrier’s main office or in the treatment facility according to a model that will be presented below.
The register can be obtained at ANGED
The annual Report is mandatory for all special industrial waste holders (including producers) providing the Ministry of Environment and Sustainable Development with all information on special industrial waste, accidents and measures to minimize such waste.

Transportation permits are the quality tools to companies for the transportation of special industrial wastes.

The Manifest states the origin, composition, and planned quantity for treatment. It requires the approval of the administrative division in charge of special industrial waste monitoring. It can have a validity of several years.
The original form of the Manifest must be requested from ANGED
The monitoring statement is the instrument for controlling waste flows during transportation. It must be part of the register of special industrial waste holders. It may be electronic.

The original form of the Monitoring statement must be requested from ANGED.
The notification is the authorization for special industrial waste export (for example PCB and pesticides) which requires the approval of the recipient country.
