Minimizing special industrial waste is the responsibility of producers; it results in preventive measures to limit quantity and toxicity of wastes from production but also wastes from product use or from damaged goods. During the product design phase it is important to think in terms of facilitating conversion or safe disposal. |
Minimization is achieved through measures to optimize production during product purchase and use as well as afterwards, when they are no longer usable. |

Article 37 of Law 96-41 of 10 June 1996 provides for one or more waste management plans
which, among other things, can set the conditions for waste reduction, recycling and disposal.

The « polluter pays » principle means: |
| Whoever produces or consumes is responsible for minimization, recycling and disposal of generated waste. |
Under art. 38 of law 96-41 of 10 June 1996, the minister of environment may, after consultation with the minister of industry, propose all necessary regulations to minimize the production of hazardous special industrial waste forcing producers to develop and implement plans to control and minimize the production of special industrial waste. |

The main objectives of such management plans of special industrial waste are :
1. To ensure proper and sustainable management by identifying necessary facilities and equipment for waste recycling and disposal;
2. To find means to reduce the quantity and toxicity of waste since its generation through alternative production and products;
3. To introduce the system by which the relevant authorities may control holders;
4. To document the generated, transported and disposed of quantities;
5. To create a basis for planning by deducting the special industrial waste
